Description of error
This is an update for T46155 bug report which I'm not too keen on reopening as the issue solved was slightly different.

Win64 2.76-rc3 does not show the Align X/Y options, simply a single "Align" option (equivalent to Align X in non-broken versions).
The options are unavailable on both 64-bit .msi installed version and zipped standalone version.
The options is however available on the latest available 550527b zipped standalone build.

As mentioned in T46155, there was the same issue with RC1, but the latest pre-RC2/3 build then did not have the issue. RC2 also gives same results.

Attached are two screenshots showing both RC3 and 550527b versions.

That new feature (vertical and horizontal align) was never in 2.76 branch, it has been added to master (rB0aa0a1a9) after first RC and will henceforth not be part of 2.76.
