Short description of error

Scripting Layout. When you drag-open the Tool Shelf in 3D View, then the content shows with maximum scale factor

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Open Blender, Switch to scripting layout. Don't use T to open the Tool Shelf. But open the tool shelf in the 3D View by dragging the plus sign out. The content of the tool shelf will be displayed in maximum scale factor.

Seems that something gots corrupt over the years. Fix is easy. Delete the 3D view editor, and readd it. New created 3d view works as expected then.

Open Scripting layout.
Drag open the toolshelf.
Operator Panel is enlarged.
Win7 64

Checked on this, (confirmed).

Its not specific to the scripting space, happens with game logic too.

Note that this doesn't happen when pressing the TKey to toggle.

From investigating - it seems displaying the region with a narrow width is causing the zoom level to be changed.
Increasing the threshold at which the region is displayed makes the error less pronounced.
