basically the animation bone selection tool is not able to activate it, when you try it brings up some python code

Based on a (as simple as possible) attached .blend file with minimum amount of steps

Can't confirm.
Activation is OK for me : Windows 7 and Ubuntu 14.04

Did you try with fresh install, and resetting to factory settings ?

I did try with Resetting to Factory Settings and it did not work

hence why I put this up but have just loaded factory settings and it is selectable now so it might be issues or might be glitch
