UI glitch when drawing GP over nodes

Short description of error

When end ending grease pencil stroke over a node (or any place in Blender that allows drawing on top of an area that would otherwise give a tooltip)
the tool gets shown and gets redrawn over and over when still holding CTRL-D and moving the mouse.

Exact steps for others to reproduce the error

  1. CTRL-D to start drawing grease pencil
  2. Make a line that ends on top of a node part that would give a tooltip
  3. let go of LMB (keep holding CTRL-D)
  4. keep moving mouse

Videos are almost always useless, please always give nice verbose explanation in normal language.

The tooltips box keeps getting drawn over and over again. I have talked to @Julian Eisel (Severin) about it and he knows what is going on.

@Aaron Carlisle (Blendify), please include at least some info on what the glitch is. It's been some time since we talked about it, it took me a moment to remember what it was about exactly (even with the video).

For the records, I guess this is about the full pie menu that's shown when hitting tab to get out of stroke edit mode. You probably don't expect a pie menu that lets you change the object mode to appear from the Compositor.
