This is very certainly a driver problem... we use standard opengl 1.0 code for selecting, something we get regularly reports for has issues in ATIs. Try if the ATI website has updates for your 3d card, also check on all settings you can tweak for Opengl... especially disabling the fancy stuff 3d games nowadays demand.
Further; check if older blender releases have similar issues. But, only use blender versions downloaded from blender.org!
