Opens well in 2.78 daily build version (Win7 32bit). There were some problems in the past with armature in 2.78 for 32 bit. Try official build release (here)

Looks like there are several cumulated issues here (at least three I think), but main regression seems to come from rBc6cc5993118965.

It seems to import perfectly in 2.80!
I guess this can be closed? Even if it's still broken in 2.7, which I haven't tested.
