Short description of error
When cutting a locked strip in the sequencer, It gets cut.

Exact steps for others to reproduce the error
open the sequencer > import a scene > lock the strip [Shift - L] > select it > soft (or hard) cut it [K]

Also tested with the 2.78c from the blender site. same problem.

Thanks for the report, but no bug here, as its tooltip says, 'Lock' of a strip only prevents it to be transformed, not to be modified/edited…
