Short description of error
Blender does not recognize keys for German keyboard layout.

Exact steps for others to reproduce the error
With a German keyboard layout it is not possible to use default shortcuts or to setup new shortcuts using keys such as the right ALT (Alt Gr) key or ü, ö, ä. The use of some existing shortcuts is not possible because the "Alt Gr" key is needed to activate keys which have three symbols assigned to them e.g. ] which is used by hold using "Alt Gr + 9"
