Short description of error
When I open blender, the top part of the UI is hidden, so is the bottom part. My resolution is 1980x1080 Full HD
Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps
I am a new user, I downloaded blender today, I opened a new file, the error is there. I've tried installing it (4x (6 including the times I tried the 32 bit version!)). Didn't work. This is what my screen looks like (see attachment)
