Blender EEVEE Reflection Plane Does not Reflect Sky Properly

Short description of error

When Using the Reflection Plane light probe the sky is not properly reflected. The reflected sky appears to be a jumble of colors. The colors change at different angles and do not represent the world surface correctly. The objects do appear to be properly reflected however. The following is what appears when launching Blender from the Linux terminal:

Exact steps for others to reproduce the error

  1. Open Blender 2.80.
  2. Open the provided file.
  3. Locate the reflection plane (should be on the windows of the school near the door)
  4. Move the view around the reflection plane.
  5. The Objects should reflect properly but the sky should be distorted and only appear to be a jumble of colors.

This should have been fixed on: 6eea22b2b7027658813d841391b36c7e50b3f54c, so closing for now.
That said I think you send the wrong sample. I couldn't find a single probe in the .blend file, so I couldn't reproduce the issue.

That's strange. I swear I have a reflection plane right by the front of the building, right by the trees. I tried to point it out in this one as the plane is a bit hidden. I also have it selected so that it can be more easily found.
