Short description of error
GPU Render is not using the Radeon Pro GPU properly

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Any attempts to use GPU rendering in either Supported or Ex[erimental GPU settings fails. Tried User settings with only the Radeon Pro selected and both the CPU and Radeon Pro selected with no different results.

Laptop GPU's are not great for ray tracing, it's not unexpected that they can be slower than the CPU. Blender 2.79 has more OpenCL rendering optimizations, so it may help, but this kind of speedup just not something we can guarantee. Particularly on macOS performance is not great because Apple stopped updating their OpenCL implementation some years ago.
