Sometimes BMesh Booleans freak out. Sorry @Campbell Barton (campbellbarton)

Exact steps for others to reproduce the error

  1. open attached blend file
  2. disable bottom modifier on active object, notice how the mesh isnt booleaned correctly
  3. enable to make the mesh incorrectly boolean

Corrected rB9a2f7dd77b38504d77b1b058072194496fdc91c9 - BM_verts_calc_rotate_beauty locked rotating out of degenerate cases, causing confusion.
