Incorrect dimensions of imported svg files from Corel Draw

System Information
Windows 7 34 bit, graphics card - gf gtx 770

Blender Version
Broken: ( 2.79 5bdBac9)
Worked: (Most likely 2.74 000dfc0 )

Short description of error
Imported svg files created in CorelDraw are several times larger than they should.
This problem probably exists since version 2.75.

Exact steps for others to reproduce the error

When I import the svg to QCad, it shows up as 13.5 mm .
My guess after reading some forums is that CorelDraw does not export with the same dimensional units as blender imports with io_curve_svg.

I never used QCad, but for example, Adobe Illustrator interprets dimensions correctly and as I wrote older versions of the blender (2.74 and older), there was no problem with it either.
Everything indicates that there have been changes in the "import_svg.py" file, so I have so far replaced this file from an older version.
