Short description of error
When going to a folder with a Hebrew file name I can only see squares instead of letters.

Thank you for the report. Currently we are aware of many issues in 2.8 and actively working to fix them.
But since replying to reports takes time, we have decided to limit bug reports to module team members.

Concerning the issue in hand, go to User Preferences > System > Enable the International fonts checkbox on. If you want for the UI tooltips and new data to be translated (depending on the state of the translation for the language) you can choose the options bellow it. Also if you are using a non default blender font it has to support the language.

Now I can see the letters, but they are in the wrong order.
Instead of RTL, they are shown in LTR.
