I don't know where else to ask this so I'm asking it here. I've been following Blender 2.8 since July of 2017 and it has definitely come a long way. I have seen the 2.8 page on the Blender website and they are mentioning Blender 2.8 beta. This sounds exciting but there is no release date from what I can find. I saw a video by Blender Guru where he interviewed the creator of Blender and it was mentioned that Blender 2.8 would be getting modifiers and such soon too. Can anyone help me figure out what and when things will happen with 2.8?

Right. Sorry! Where is a good place to ask these kinds of questions? Also, can I report actual 2.8 bugs without them being taken down because I found a major one!
Reporting bugs is currently limited to module / blender developer team members.
It is still early to have 2.8 stable and production ready as many areas are still broken. Accepting bug reports at this time will generate additional noise as many features are not yet implemented or close to be finished. When the code is at a level deemed acceptable, bug reporting will be opened again to user reports. The exact time frame is not yet set as it depends on the development. Just follow Blender official channels, there will probably an announcement about that in the future.
