Exact steps for others to reproduce the error
Open file, press "create Armature" in Skin modifier, switch armature type to octahedral -> head is missing

We are talking about the very first bone here, right (the one marked as 'root')?
Confirming on first sight.

Head's location is valid (and can be tweaked), but it doesnt draw... need to have a closer look
