Eyedropper cursor icon missing when adding drivers (e.g. When using All/Single from Target)

Broken:

Steps:
On default cube, in Properties Editor

  1. Mouse over the Location Properties. Notice the cursor changes to the left-right shift (as introduced during the first Lekker Sunday)
  2. Ctrl-D -> "All From Target" or "Single from Target"
  3. Cursor doesn't change to an eyedropper icon, so there's now no feedback that the tool is still running modally, waiting for input

[Not sure when it happened, but it seems we moved away from the "All From Target" or "Single from Target" workflow?]

Also the section in T55145 look "out-of-date" then as well...

Eyedropper support for clicking in 3D view and getting menu of common properties to drive, based on item under mouse.

I believe the bug is:

  1. Rightclick on a property, Add Driver
  2. Try the eyedropper in the pop over; either the Add Input variable or the Object Select

The eyedropper in these cases do not work. A couple issues:

  • Eyedroppers do not work across multiple Blender windows
  • Eyedroppers do not work from popups/popovers
