Short description of error
When the mouse pass over property view an after pass over the outliner, the content in the property panel doesnt appear for a moment. if move mouse the content is restored.

This not always happen

Exact steps for others to reproduce the error
Run Blender
Close Splash Screen
Move the mouse over property view
Move the mouse over the outliner, going over scrollbar
