Short description of error

The User Preferences button in Files- is not showing. I tried with CTRL+ALT+U but is not working.

User Preferences was moved under Edit Menu in 2.80. Also no hotkey has been assigned. Alternatively you can hit F4 for the Window Context Menu and access User Prefs. from there.

Not a bug. Please don't use the bug reporter to ask user questions.

Don't know if this is a bug or not, but is related to the question above. I have a rig with an Nvidia Quadro RTX 4000 on Windows 10 x64. I downloaded the stable version 2.79b but didn't have the necessary binaries for RTX cards, so I follow a couple of suggestions I found on the Blender forums from StackOverflow, most of them didn't work, so I ended up compiling the source with the necessary binaries using Visual Studio Community Edition with the C++ Developer Kit.

The application runs well, but the User Preference option is nowhere to be found. Is not under File, neither under Edit. To compile and build the application the forum pointed me to this site https://wiki.blender.org/wiki/Building_Blender/Windows and I follow all the instruction, step by step.

Even though I have chosen to use GPU Compute, when I render an animation is still using the CPU, and that's why I was trying to access the Preference panel, to make sure CUDA is selected under the System tab.

I downloaded the 2.80beta from the blender.org website, and the preference tab is there, but not on the compiled option.

I'm attaching a screenshot so you can see what I'm seeing.
