Short description of error
Blender Will not fully open. Opens to command prompt and just sits there with a blinking cursor, opening in the system terminal shows no additional information.

So if I understand correctly we have two systems, both using the steam version of blender.
Laptop works, Main PC fails.

Could you try the official build from https://builder.blender.org/download on the Main PC (so not through steam) and see if that works?
(that will narrow it down to being a problem with the steam distribution)
