Short description of error
No way of manually adding collections into a specific scene.

Exact steps for others to reproduce the error

  1. Manually create a collection (ctrl g will work)
  2. remove the original collection from the object
  3. no way of manually adding this collection back into the scene.

We consider it part of the todo tasks in the linked task. Technically it is possible to drag and drop the collection into the scene, if you open two outliners. But that is hardly discoverable.

I have also run into this issue. As Brecht mentions the only current workaround I have found was opening a second outliner in Orphaned Data mode and dragging it into the view layer outliner
