The "Shading Mode" and "Proportional Editing Object Mode" both have the same keyboard shortcut, which is the letter O.

Exact steps for others to reproduce the error
Open blender2.8
Hover the mouse over the Proportional Editing Object Mode icon.
The tooltip reports "Shortcut: O"
Now, hover over each of the shading mode icons (Wireframe, Solid, LookDev, and Rendered)
Each tooltip reports "Shortcut: O"
Using the O shortcut toggles the Proportional Editing Object Mode
