Short description of error
In cycles when using particles object you can set the visible color to be one of the emitter object by using the From Dupli check box in the material node for UVs. It works great in 2.79b for cycles rendering (although it doesn't in the viewport) which is great for making feathers.
However it doesn't work in 2.8 at all (cycles & viewport) and I think it'd be nice to have that still in cycles in 2.8 but would also be awesome to have in the viewport eevee too.
Exact steps for others to reproduce the error
Create a new blend scene and set to cycles, delete the default cube and add a plane, reset the UVs and add a material, name the object and the material object. Assign a simple colored checker texture.
Create another plane and reset the UVs, scale it down in edit mode on the X axis and move the pivot to the base (in edit mode move all verts in the positive Y axis). Assign a new material and call it feather as well as the object.
Setup a simple transparent feather material using a Texture coordinate node plugged into the mix value (you can use the textures packed in the .blends that are attached) and then create another Texture coordinate, set the object to the object plane and check the From Dupli checkbox, assign the checker texture to that UV and plug into color.
Now add particle hair to the object plane and set the scale to 1 set the render to objects and choose the feather object and play with the scale and random settings, can also use the Rotation check box and set it to normals and add a bit of random as well as phase randomness.
It doesn't work in the viewport in 2.79b, nor in 2.80 eevee. But it does work in the cycles render in 2.79b and not in 2.8.
