Toggle full screen and opening Preference dose not work
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Window -> Toggle Window FullScreen
Edit -> Preference

I can't reproduce it. What exactly does "does not work" mean in your case?

Do you have a single or two monitors?
Is the preference window maybe behind Blenders main window?
Does this bug appear every time or only sometimes and when a specific scene is open?
