Clicking various buttons in the User Preferences makes the Import/Export/Save Preferences/etc buttons move from the bottom to the top.

Repro steps

  1. Open the Preferences
  2. Go to the Input tab
  3. Click the Export Key Configuration button
  4. Cancel the export
  5. Observe that the buttons have now moved from the bottom to the top of the Preferences window

The latest preferences layout can not have this issue anymore, and there were also some related fixes for header position.
