There used to be a set_resolution function on the ParticleSystem object but has been removed in the above commit, are there any plans to add something like this back in? This was necessary to set hair resolution on child hair particles with the Arnold render integration, I suppose Cycle's needs some similar functionality as well?

It will not be added back. When you render, the entire dependency graph will be evaluated at render resolution, including the particles. In the viewport it will be at viewport resolution. So there is no need fo render engines to use this function anymore, it's automatic now.
