strange slowness in subsurf + armature deform (blender 2.80)

Description

I attached a simple example scene.

try to move the bone, and notice how slooooowly the cube follows.
it's because of the subsurf modifier. even in level 1.

but, thing is, same kind of setup works just fine in 2.79, even with higher subsurf levels..
also, this used to work fast in 2.80 too.. because I've done couple of scenes that use the same type of technique...but opening those blends now crawl to a halt if I try to pose the characters.

there was a big slowdown by translating or rotating similar objects. The viewport movement is still fast. Edit: It happens in the object mode only by the presence of an armature modifier.

there is something going on with the subsurface system...
I just noticed that also if you have a cloth simulation, it runs very slowly if there are any subsurfed meshes on the rig chain...
even if they don't contribute to the simulation itself (no collisions etc)..

Same here. I'm using e5e8885d0ecb9 (23.12 build) and it's just unbearable.

952 verticies. Adding a loop cut and sliding it is jaggy and unable to do anything almost. Adding a mirror modifier worsens it to 100% uneditable.
