Solidify Modifer and Shrink/Flatten broken
Add Suzanne, go to edit mode, select all vertices, press alt-s to shrink/flatten. Move mouse. The result will be unexpected.
I get the same result as 2.79. The difference is that 2.8 has even thickness on by default. Does this explain the result you're seeing?
This is not a bug, but due to Offset Even being enabled by default.

For simple cases with things like a cube or a sphere, Offset Even produces nicer results though.
