Has this been fixed by now or is it still an issue?

The problem has been resolved by the installation of a new video card

I would like to request that this be reopen, as the issue is not actually solved. I have the same issue with the latest nightly build https://builder.blender.org/download/blender-2.80-bf9904ec8018-win64.zip

System: Acer Aspire 5532 laptop; Windows 7 Pro x64
Video card: Radeon HD3200 (non-upgradable, built into the chipset)
Graphic driver: Originally Catalyst 11.2 (2011), installed latest available from AMD; now Catalyst 13.9-legacy; the culprit module has not changed between these two releases, it is the same file C:\Windows\system32\atio6xx.dll version 6.14.10.10524 date: 1/26/2011

Like mentioned above, upgrading the GPU on this system is not an option.

Forgot to mention, this error does not happen with Blender 2.79 or any previous versions.
