Short description of error
Reference and Background Image with movie or image sequences not refresh on frame change or play animation (Alt+A) under Eevee and Cycles in Solid, LookDev and Rendered view.

Exact steps for others to reproduce the error
Open attached file, play animation or change frame on timeline.
Change render engine to Cycles, change view mode and change frame.

But when add the background images in the settings of the Camera, then the image sequences and movie is work, playing and display correctly under Eevee and Cycles.
Also, in Rendered view (Cycles) viewed only Reference and Background Image, but background images in the settings of the Camera not displayed.

It looks like a problem like this (T57457), but in this case the movie and image sequences are not updated in Cycles too. Unlike the background images in the camera settings, which are updated in all render engines (Workbench, Cycles, Eevee) in all view mode.

But video textures in shaders is refreshing under Cycles render. Reference and Background Images - not.

It's the same underlying issue because the reference and background images are always drawn by Blender, not Cycles.
