Can't create a collection with ctrl + G, floating tool options appear, but no way to confirm

Exact steps for others to reproduce the error

• With the default startup
• Hit ctrl+G to create a new collection
• the collection isn't created and doesn't appear in the outliner (but it's added to collections attached to the object)
