Can confirm:

Absolute black color give
view: 000000
display: 000000

Absolute white color give
view: FFFFFF
display: CECECE

Changes of the View Transform in the Color Management to the Default does not give result.

This is the result of Filmic color management, not a bug as far as I can tell. In order for Filmic to be able to display HDR colors brighter than 1,1,1 / #FFFFFFF, it needs make room and display all colors a bit darker.
