Not sure what this is "Modifier Popup Hotkey". Is this a pie menu?
Does this come with an addon?
[I dont see this in the standard keymap...]

This seems to come with an addon that is not maintained by blender [seemingly this https://blenderartists.org/t/popup-update/662552]
Please contact the original author instead [this addon probably needs an update to 2.8]
