Color tone of 3d viewport not consistent with 2.79

Blender Version

Compared to: 2.78 hash 6e902941e08b, self-compiled

While trying to adjust 2.8 to look as close as possible to my regular pre-2.8 theme, I noticed that the exact same color for the 3D viewport 'Gradient High/Off' setting does not match the same exact setting entered into the same field in the build of 2.8 that I'm using.
Here is a screen grab with the gradient color's RGB values. The overlapping square from Microsoft Paint matches the 2.78 viewport background but not the 2.8 background. If this an influence of some other setting in 2.8 I could not find it. thanks.
