Exact steps for others to reproduce the error
Download the latest release for W7 64-bit. Download an add-on.zip (e.g. FishSim.zip found in the list of addons that work with 2.8.

  1. Start blender.exe
  2. Edit --> Preferences... --> Add-ons --> Install... --> double click FishSim.zip (also tried with other add-ons)
  3. Expect imported add-on, but get error.
