Blender 2.8 is coming along great, and using grease pencil I found something that seems like a bug.
Using any new 2d animation project, after a bit of time, an inability to change modes probably caused by inability to select objects occurs (using only a mouse and also using only a tablet pen). This continues to occur randomly as progress is made into project.

In the outliner from 1:43 you can notice that all attempts to select an object fail; objects cannot be selected when clicked on in the outliner (anywhere on the object line including the icon), even though the scene is selected, or even when right clicked and clicking on select. This results in the mode not being allowed to change, since no object is selected.
From 3:10 a blank object is added and that seems to be the only way to overcome this, so far that I have discovered. Adding a new blank grease pencil object, somehow, enables the functionality to subsequently be able to select objects like normal again.
Until the next time it stops working again, from 4:53, where you can see that the GPencil.001 object has lost its ability to be selected, as it was able to be seconds before that.
This gets frustrating as it occurs randomly. So far adding a new blank gpencil object seems to resolve it temporarily, till it stops working again, as you can see in the video as referred above.
