Short description of error
With a particle system set to Render As: Collection, if the collection itself is set to not be rendered in the outliner, the particles will not show in the render.

Exact steps for others to reproduce the error
Create a particle system. Change it to Render As: Collection. Choose a collection with Render Visibility off. Render the image.
