Rendering a flat plan with a PBR texture w/height map the render doesn't use it. rendering from the viewport you can see the difference.

You forgot to pack the texture into the .blend file (I only see a pink plane).

File -> External Data -> Pack All into .blend.

Here is the .blend with the texture.

In the subdivision surface modifier, you need to increase the render levels to match the viewport levels.
