Graphics driver: latest available, Catalyst 13.9-legacy (2013)
Culprit file: C:\Windows\system32\atio6axx.dll, date: 1/26/2011, version: 6.14.10.10524 (no newer version available)

Blender Version
Broken: 2.80 beta 3/13/2019 blender-2.80-bf9904ec8018-win64
Worked: 2.79 and all previous versions

Steps to solve this problem if encountered:

The AMD Catalyst driver installer for driver 13.9-legacy does not update drivers properly. I became suspicious when the file dates and numbers did not change after running the installer and rebooting.
I extracted the driver files from the installer package and did a manual driver update from device manager. After this procedure, the file version for atio6axx.dll changed to 6.14.10.11672 and the date of the file is 4/30/2013.

With the new driver the error is gone and Blender 2.80 beta starts properly. I have not tested further yet.
