Short description of error
In Sculpting mode: Ctrl+z does not undo everything after using Rotate tool

Exact steps for others to reproduce the error
In sculpting mode:

  1. Select Layer, click and drag mouse over mesh
  2. Select Rotate, click and drag mouse over mountains created with Layer tool, press ctrl+z.

Expectation: Everything reverts to pre-click and drag
Error: Release area is returned, but if passed over area createdwith Layer tool, artifacts remain

I think that this was caused by T66312, and that was fixed in 2.81, so this should not longer happen. Please open a new report if the bug is still there on the latest version.
