Issue when draw on texture 32 bit and poor performance. In blender 2.79 drawing performance better

While trying to describe the problem in more detail, was found a solution. At the end of the video, when the settings change, the problem disappears. Before that, the anisotropic filtering just changed and the error disappeared. The problem was in limiting the resolution of the texture. https://www.youtube.com/watch?v=s-Vy-Yy0ADw&feature=youtu.be

Seems like there are drawing artifacts when 32 bit float texture is limited during texture painting.

Only seems to appear on float textures.

Jeroen Bakker (jbakker) lowered the priority of this task from 90 to 50.

Related or possibly the same issue fixed in T65657: blender crash when painting close to edge of 32 bit texture in 3d view.

D5040: WIP TexturePaint: refresh GPU texture forces a complete image texture reload, which would work though defeats the purpose of trying to update only part of the texture.
