Description

System Information
Operating system: Windows-7-6.1.7601-SP1 64 Bits
Graphics card: Quadro K4000/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 430.64

Blender Version
Broken: version: 2.80 (sub 74), branch: master, commit date: 2019-07-11 13:50, hash: rB06312c6d2db8
Worked: (optional)

Short description of error
I can open files from within Blender itself, but when I try to open a .blend file simply by clicking on it, I get prompted to choose the program I want to open it with. Blender doesn't show up in the list of programs, and when I navigate to it and click on it, nothing happens. Files also no longer show the Blender icon. I have been using a version of 2.8 from late May, and this only started yesterday when I downloaded that day's build. I can no longer open files directly in the previous version, either.

Exact steps for others to reproduce the error
Trying to open any .blend file directly by clicking on it. I'm including screenshots of an example.
