Short description of error
The Normal Edit Modifier is broken - whenever I apply this modifier to a mesh I get weird results. Some of the normals seems to be set to ~hard.
In 2.79 I've get the result I expect, so it seems to be a bug.

I want to achieve a even surface for my foliage and these broken normals are a bit of a downer.

Exact steps for others to reproduce the error
Adding Suzanne.
Adding a Sphere.
Add Normal Edit Modifier to Suzanne. Leave everything as default.
Add the projection target.

I applied the modifier in blender 2.79 and appended the object in 2.8 and the result was the same seen with the modifier of 2.8.
Therefore there is no regression on the modifier.
The difference you're seeing is because of the engine shader.
Blender 2.79 default shader is more compared to a MatCap in blender 2.8.
Add the Subdivision Surface modifier and you'll see better what's happening in 2.79.
