Short description of error
some parts of a model like Godzilla 2019 are pitch black the textures are normal until it hits that black area

Exact steps for others to reproduce the error
used MMD Tools to import the model and used the cats plugin to fix it that is all I did

MMD Tools and the cats plugin are part of official Blender release? Bug of not official Blender release extension must be reported to respective developers

Those addons are not official Blender addons. Like dark said, you should report these issues on their github repositories where you (hopefully) downloaded them from. Although this doesn't seem like an import issue to me, your textures are simply broken. But this isn't a place for user questions, so I'd recommend Blender Stackexchange for this issue.
