Blender Version
Broken: Blender 2.80 (installed with the installer downloaded 6 Aug 2019 08:17 (UTC -7))
Worked: Blender 2.80 (installed with the installer downloaded 1 Aug 2019)

Short description of error
Attempting to add an image as Reference to an existing file produces an "Unknown Location Error"
Note: I was not able to reproduce in a new file, only in existing ones

Exact steps for others to reproduce the error
Hide existing model and image
Navigate: Add --> Image --> Reference

OK, no deletion allowed. This was a case of User Error as I was trying to add the image to a hidden collection. Upon trying to add to a non-hidden collection the add function worked as expected.

Adding to a hidden collection shouldn't cause an exception though. I wouldn't consider this a user error.

This seems to be fixed in master. Adding a new object with a hidden collection selected, puts it to the scene collection.
