Short description of error
Proportional Editing circle appears and glitches out in the UV Editor window

Exact steps for others to reproduce the error

  1. Open Blender 2.8
  2. Go to UV Editing Tab
  3. Turn on "Porportional Editing" in the 3D Window.
  4. In UV Window, switch to Cursor mode.
  5. Click and drag the cursor to any location in the UV Window.
  6. Press Tab to go into Object mode.
  7. Click and drag in any direction (i.e. Downwards) in the UV Window. Do this repeatedly.
  8. You will see the "proportional editing" circle appear and continuously move away from the mouse position in whichever direction you were dragging.

The cursor does not move away in my case. Did I get something wrong?
But in fact, the proportional edit circle doesn't really make sense when moving the cursor.
This is something to be discussed.
