Inconsistent Selection Behaviour of Hidden Armature using Circle Selection Tool

Operating system: Ubuntu 16.04, Ubuntu 18.04, both 64-bit
Graphics card: AMD RX 470, NVidia MX150, respectively

Blender Version
Broken: 2.80 official and 2.81 alpha (2019-08-16 13:02 078d02f55743
Worked: optional 2.79 and before

Short description of error
I have two armatures, both in Pose Mode, if I hide 1st armature (hide armature or hide collection) and select 2nd armature, bones of 1st armature can still be selected via circle selection tool, but not direct clicking or box selection tool. Also if in any case in Properties it is not showing 2nd armature, the 1st won't be selected even hidden. Exclude the whole collection prevents the problem.

Exact steps for others to reproduce the error

  1. Create 2 armatures and delete everything else.
  2. Uncheck Edit => Lock Object Modes
  3. Left click 1st armature to select, then enter Pose Mode. Repeat for 2nd armature <== this is where my uploaded blend file at
  4. In Properties it should show 2nd armature, then in Outliner, hide 1st armature in viewport (or if 1st armature in another collection, hide the whole collection)
  5. Use Circle Selection Tool, try to select 1st armature
  6. Unhide 1st armature, voila! Ok... in my case, 1st armature will be selected.

Since the same problem cannot be reproduced with box selection or left click selection, nor will it happen in mesh object, I wager this is a bug rather than a feature.
Please review this inconsistency and, if I may, I really hope this is not a feature.

Can reproduce in 2.80, but this has been fixed along the way [this is at least reolved in 2.81 upwards for me].

Thx for the report, sory this has been lying around for so long btw, will close as resolved now.
(feel free to comment again though if issues persist in 2.81a or fresh builds from https://builder.blender.org/download/)
