Short description of error
Hitting Ctrl + G does not display currently added collection in outliner -> view layer. Displays in outliner -> blender file only. Can manually add collection then place group, which also shows in outliner -> blender file.

Ctrl + G make collection For Orphan Data (Outliner -> Orphan Data), I think, & is not shown in Outliner->Scene & View Layer..
However, looks like some feature/functionality not bugs...

Renaming "Create New Collection" to "Create New Unlinked Collection" would solve this problem.

however, regardless of this, people expect that if you press ctrl + g a "group" is created in the viewport.

so it happens in the VSE and in the Nodes

Agreed. Having to go to outliner -> Blender file to see my group is not ideal. I was creating a bunch of random groups and didn't know why they were not displaying or where they were.
