Add a heavy video file in a resolution which mismatches the render resolution and notice the jump up in playback rate when Use Move Resolution is used.

A resolution mismatch between footage and render resolution will give a lower fps(gif):

Further, this is not a bug. Blender has to rescale the footage, which takes time. There may be optimizations possible here, but let's not use bug reports for planning such tasks.

It may not be considered a bug, however there is a lot of complaining going on over the low playback rates of the VSE, so maybe it is worth addressing those elements causing the low playback rate, like this one?

A note on this submission: When adding a Movie strip(shift +a) users can deside on using the footage frame rate in the render settings(and this setting is automatically on for the first imported clip), if the same was done with the footage resolution, many new users would have a more succesful encounter with the VSE because of a better playback frame rate.

We use the bug tracker strictly for bug reports, which in this case would mean performance regressions.

If you want some tasks to be prioritized, you should discuss them on blender.chat or devtalk.blender.org and see if @Richard Antalik (ISS) wants to add them to the list of tasks to work on.

Well, I spend a lot of time trying to locate reasons for the low playback rate in the VSE and posted about it here: https://developer.blender.org/T69334#782384 leading to nothing. Then I asked in the blender.chat if I should report the findings, as bugs and the reply was like "if Richard wanted it". My fault is that I guessed that it might be good to submit those findings in a way they won't be forgotten about, so I'm sorry about this. I'll try not to waste anyone's time or my own on stuff like this anymore.
