Short description of error
X-Angle-Limit values for Rigid-Body Constraint objects reset when animation is played.

Exact steps for others to reproduce the error
Open the included .blend.
Select either of the two objects named "Constraint.Bug."
Change the value for the X Upper/Lower angle limits on the Rigid-Body Constraint to anything other than 0.
Play animation. The value for the X Upper/Lower angle limit will immediately reset to 0.

Does this happen with factory defaults as well? File → Defaults → Load Factory Settings

Yeah, after loading factory settings, it's working fine. I'll try to figure out what was different about the settings I was using before.

Ok, it looks like this bug and another I reported around the same time were due to the Animation Nodes addon being enabled. I'm aware that it's no longer under active development, so I'm guessing it's ok to close this bug report.
